Back in June 2021, our initial visits to these centres revealed a distressing landscape of government apathy and neglect. After a span of two long years, we revisit these centres only to find little has changed. Not even the devastating impact of the Covid-19 pandemic has succeeded in jolting the authorities out of their complacency.
